Economy.com report ';Housing at tipping point?';. Where can i get a copy of it cheap. Library? I'm in bay area.

The report is about $4000 dollars. I want to read it - I'm not in real estate business. Cant spend that much money on a hobby!! Which libraries would be carrying this in bay area? Any other resource?
